Since I am unfamiliar with pastels, are they recessive? What can I breed them to so they look Pastel or would that even work?

Pastel motleys usually refer to a snake being homozygous for anery a, hypomelanism, and motley.
I think in this case, your snake is homozygous for anery a, hypo, and then has motley and one stripe gene, hence the motley/stripe intermediate look.
You could breed it to any number of things. Anery A, Hypo, Stripe, Motley, Motley/Stripe, and you will get all non-normal morphs.
If you're looking for the pastel look, the best bet would be to get another pastel motley, or a nice ghost het motley.
Yes, that's how you figure out what snakes are carrying what genes. If for example you bred this snake to an anery and got all anerys from the pairing, you'd know that you had a pastel motley for sure, 100%.
