Rep power question

I just would like to know how the rep power meter works. When i click on my scale icon underneath my avatar i get a box that shows I have 16 rep points, but my rep power meter shows 0, can anyone explain this to me, thanks.
 
Rep points have nothing to do with rep power.

Rep power is based on the length of your forum membership and the number of posts that you have made.

Rep points are based on the number of favorable/unfavorable responses that you have received from other members. The more Rep Power an member has, the more Rep points their opinins carries when they post a +/- comment against you.

How can you tell how many rep points someone else has? If you can't, then there really is no point to it.
