I don't think it is scale rot. Hs he been exposed to something hot? When was his last shed?

Nothing hot. I shut off all the heat unless I've fed (currently 78). I really don't remember the last time he shed, but it was at least a month ago, and I think I misted his entire enclosure too much, enough that it condensed on the sides. Too much humidity is the only thing I can think of. There's nothing that he could've rubbed up against because all he has is a paper towel tube as a hide and paper towels instead of substrate.
 
Appears to be an injury from the other pics. Maybe somehow the snake went in reverse damaging the scales against something(pulling them in the oppisite direction.

It almost appears if something was wrapped around him very tight in one spot.

Honestly I dont know, but I would look into getting the snake to the vet to be safe.
 
Well, it's easy to see if it's retained shed. Just soak him in shallow water for 20 minutes and see if it comes off.
 
Looks like dehydrated snake to me. I've had this issue in my male corn a lot. If I soak him for a bit and replace his water sometimes up to two times a day so he drinks, it goes away. :D
