I don't believe that's a Corn. It looks to me like it might be a Grey Rat, but I'm not familiar with their range. This is an image I found looking at Google, and they look pretty similar. I forgot to mention that Corns are native to New Jersey. Thus the laws that prohibit people from owning dark eyed Corns in NJ. :)
 
The head makes me think it looks like some kind of lampropeltis to me. Maybe an Eastern Milk? I'm not terribly familiar with the herps of NJ (although I lives in Burlington for a few years when I was young), and the photos are a little fuzzy so I could be wrong.
 
This is true! Thats why I thought it was a corn... the saddles, head markings, and maybe a bad owner who may have "dumped him" thanks. always keeping an eye out for the rare corn sighting!
 
hey suzy...i put your pic up against mine and you might be right! the Black markings on the head are very similar! It was nice to see him/her out and about without being bothered! no traffic etc. thanks again

Gray ratsnakes are actually a southeastern species. I would guess that the one found is a black ratsnake. It's almost impossible to tell the difference between the hatchlings, it's not until they are older that you can see the color change. In your case though, it is safe to say that's a black ratsnake. Seeing as they are the most northern species of ratsnake in the eastern part of the country.
 
Black rat....Good eye. When did you spot it? I would think its a little cool to be out this time of year.
 
Corn Snakes do live in parts of New Jersey, but I'd say that's a young Black Rat Snake. Here's an adult that I found in Central Ohio in April:
