I've never seen it, but I use Safari at home- so no pop-ups, and Opera at work, recently.
 
The only time I've seen something like that is when a Google ad would have mouse-over code in it that triggers a pop up when you inadvertently move your mouse cursor over the ad.
 
I *may* have hovered over it inadvertently. It popped up twice on that page, even after "x" ing out. I'll surf around and see if it happens again and if so, how.
